How CRS Resource powers the UK’s critical infrastructure with fully integrated workforce solutions

For more than 17 years, CRS Resource has evolved from a specialist labour supplier into one of the Southeast’s most established 360-degree workforce solutions providers. Today, the company delivers seamless, multi-sector staffing support across rail infrastructure, London Underground, construction and the wider UK critical infrastructure landscape. With a deeply embedded industry network and a reputation for reliability, CRS Resource provides tailored resourcing solutions across rail, water, power, highways, telecommunications and nuclear, supporting complex projects at every level.

Reflecting on the company’s journey, Managing Director John Cheeseman explains how this growth took shape. “Celebrating our 17th anniversary is a proud milestone. What began in 2008 as Civil Rail Solutions Ltd, founded by Mark Mason, has become a nationally recognised workforce partner to numerous Tier 1 contractors. Mark’s long-standing industry relationships were instrumental in getting the business off the ground, but it was our commitment to capability, compliance and service delivery that allowed us to grow sustainably. Today, we provide end-to-end resource solutions to a diverse client base nationwide.”

Client Portfolio

CRS Resource’s client portfolio includes major industry names such as Balfour Beatty, London Underground, Octavius and BAM Nuttall, to name only a few – a testament to the company’s proven ability to support high-pressure, safety-critical environments. While the business has long been a key supplier to the rail sector, its evolution into a broader infrastructure specialist has opened doors into nuclear, power transmission and highways. This expansion is underpinned by a highly experienced back-office team whose backgrounds span hands-on site roles through to senior operations and programme management. This depth of expertise enables CRS Resource to support clients not just with labour, but with a full workforce solutions strategy shaped around transparency, capability and operational excellence.

A major catalyst for the company’s next phase of development has been the appointment of Richard Smith as CEO. Since leading the transition from Civil Rail Solutions to CRS Resource, Richard has been focused on modernising the business and removing barriers to cross-sector growth. “Our previous name didn’t reflect the scale or versatility of our services. By consolidating under CRS Resource, we maintain the strong and trusted recognition of the CRS brand while positioning ourselves clearly as a multi-sector provider. This was essential as we continue our expansion into areas such as highways, nuclear and water.”

Richard has also placed strategic emphasis on strengthening accreditations, enhancing compliance and elevating the skill level of the workforce provided. “We operate in heavily regulated industries, so our focus is ensuring we are always future-ready. Diversification protects us from market fluctuations – particularly relevant given the current slowdown in the rail sector – and expanding our capability from blue-collar delivery to supervision, construction management and project leadership is a core component of our growth plan. Ultimately, our objective is to broaden our sector reach, secure the accreditations to support that expansion and continue upskilling the people we supply.”

Looking ahead to 2026, both Richard and John expect to see the impact of the foundations laid over the previous 12 months. “2025 was the year we strengthened our compliance, refined our systems and significantly increased our tendering activity,” Richard explains. “In 2026, our focus turns to sustainable, strategic growth.”

John adds: “We’ve prepared the business for scale. Alongside diversifying sectors, we are also expanding internationally, having recently returned from Ireland where we are actively pursuing opportunities. This is just the starting point – our ambition is global.”

With momentum building, CRS Resource is preparing for a bold future. “In five years, our aim is to double in size and cement our presence across rail, nuclear, highways, water and energy,” Richard concludes. “We’re planning to establish an Irish office and explore opportunities in other international markets. Achieving this will position CRS Resource as a leading international workforce solutions provider – something we are well on track to deliver.”
