SWARCO’s UK & Ireland’s path of growth to a £100m Intelligent Transport Solutions business

Headquartered in Wattens, Austria, the SWARCO Group specialises in the traffic and technology industry, particularly in road safety, traffic management and intelligent transport systems (ITS). Their use of advanced technology provides the connection between civil engineering, infrastructure, safety, and the information the public see on the road. John Pickworth, Managing Director and Head of Region, tells us more about the scope of SWARCO UK & Ireland’s operations and the journey that has brought it to where it is today.

“SWARCO was founded in 1969 by Austrian entrepreneur Manfred Swarovski, from the same broad Swarovski family known for high-quality crystal. The part we grew from is the offshoot of that world: glass beads, which find their way into road-marking systems, making them sufficiently retroreflective to be visible in the dark. Once we found a way to use that technology to improve road safety worldwide, the business grew steadily from there. Manfred was highly entrepreneurial, and by the mid-1980s, we had moved into the traffic signalling business through the acquisition of a company called Futurit in Austria. That gave us the foundation to develop traffic signals and dynamic road signs, progressing through different technologies all the way to the LED systems and the advanced software in use today. That move took us into the ITS sector, and from there, both the road marking and ITS sides of the business have grown in parallel. This growth was achieved both organically and through an active acquisition strategy, where we buy companies, accelerate their growth, integrate them, and work carefully to align cultures,” he begins.

The scale of that growth is substantial. Between 2021 and today, our SWARCO UK & Ireland business has grown from £18 million to approximately £100 million, a tremendous expansion driven by a strategic shift. Until 2021, the business was focused primarily on product delivery. Recognising the need to expand into services, it began taking its first organic steps in that direction before accelerating its growth with the acquisition of Dynniq Mobility in 2021, which brought a substantial portfolio of service contracts into the well-established SWARCO product business. This was further enhanced in 2025 through the acquisition of Elmore Group in Ireland, enabling SWARCO to expand their capabilities and establish a separate Ireland legal entity.

Commitment to culture

Product capability combined with service contracts, like maintenance, installation, and systems management, creates a comprehensive solution greater than the sum of its parts. The combination allowed SWARCO to deliver integrated solutions, bring new ideas to market, and create synergies for customers. That has been the engine of growth since the acquisition, with existing customer relationships strengthening as SWARCO’s ability to connect its products to live service contracts has opened new commercial opportunities on both sides.

Integrating acquired businesses without losing the culture that makes each of them work is not always easy. SWARCO is always looking to grow its capability through strong leadership and a positive company culture. “Our strategy comes down to recognising that we cannot simply take one culture and apply it to another organisation. Instead, we focus on developing the right culture across the whole business, starting with a clear vision of what we want to achieve and broad principles for how to get there. From a personal perspective, creating the open environment we want means being as approachable with engineers on the floor and in offices as with the management team. We have 18 sites across the UK and Ireland, so getting into those depots and offices, talking to people directly, and understanding what is happening on the ground matters enormously. People transfer between contracts all the time, so listening to their needs and making sure this is the best place it can be for them is something we take seriously. Each year, we try to improve the business and culture in a meaningful way. We also gather feedback through surveys and act on the results, because people need to see that we are interested in them as individuals, not just in the bottom line,” John expands.

Investing in technology

Investing in people is just as important as investing in technology to optimise SWARCO’s operations and fuel its growth. The company’s MyCity platform, a modular urban traffic management system, allows it to seamlessly connect traffic infrastructure for our customers, enabling different systems to communicate and operate more intelligently together. This provides a critical information display, decision making and strategy management platform for both urban and interurban customers, leading to improved performance of their networks. “That is a major investment area on top of our core products and something we are rolling out across our businesses around the world. Training people on how to get the most out of it and making sure they understand it is absolutely key,” John explains.

On the contract side, the business has recently secured several significant wins, including contracts with Suffolk County Council and Lincolnshire County Council, as well as major programmes with national agencies. National Highways’ Road Investment Strategy 3 (RIS3) involves a major technology refresh with new signs, signals, outstations and CCTV, and SWARCO holds long-term four- and five-year contracts to deliver those elements. “There is a lot of responsibility placed on us to make sure that the technology is delivered to a high standard, on time and securely, so that National Highways can execute a risk-free programme and push that forward,” John notes.

Outside the current platform rollout, SWARCO UK & Ireland is also investing in AI capabilities, next-generation roadside controllers, and the integration of data across urban and interurban networks. The focus is on how data can be used both for internal training and to build predictive traffic models. This connects to work around digital twins and the broader connected ITS (C-ITS) landscape. “ITS is generally quite a steady industry in terms of what exists today, so constantly pushing against that to drive the industry forward is something we feel is crucial,” John highlights.

Driving industry innovation

Technology alone would be insufficient to empower SWARCO to innovate and lead the industry, which is why it is backed by physical investments as well. The business has recently expanded its assembly site in the Northeast of England, opening a new factory alongside the existing facility. This endeavour is a significant commitment in terms of people, resources and infrastructure. SWARCO is proud of its growth in the area, with the site serving to assemble all its controllers and distribute traffic lights and local signs, making it a central hub for the company’s UK assembly capability and a core part of its long-term investment in the region.

SWARCO has evolved significantly since its early days in retroreflective glass beads, having established itself as a leader in both road marking and intelligent transport systems. This inspiring journey serves as a reminder that the most enduring businesses are built on a willingness to continuously innovate, to listen to and support customer objectives and to follow robust technology strategies that meet the ultimate needs of the end users. Rather than merely keeping pace with the evolution of transport infrastructure, SWARCO is helping to define its trajectory.
